Remarketing - take it as Re-Marketing, which precisely means marketing to the people whom you already marketed before.

In simple terms, when you advertise (show ads) to the people who already visited your website, landing page, app, etc. or watched your videos on YouTube, it’s called remarketing.

Remarketing (aka, retargeting) is an advertising option that allows you to deliver targeted ads to people who visited your website…and didn’t convert. Not everyone who comes to your site is ready to convert today, so remarketing is a great way to stay in front of potential customers while they make up their minds.

There are several remarketing platforms out there, but Google remarketing remains one of the most powerful remarketing weapons in the online marketer’s arsenal. It has massive reach and a suite of options you can use to deliver the right message at the right time to the right person.

Remarketing campaigns through Google AdWords offer advertisers an additional tactic to drive potentially high value visitors back to their website in an effort to grow overall conversion figures.

Remarketing campaigns allow businesses to stay connected with their target audience after they leave their website by showing ads to them on other websites across the web. Users who have already visited your website are likely to be more engaged with your brand messaging and offering after their first visit.

You can actually guess that that is additional once more show of impression to visitor who already been on your site or clicked your ads somewhere else, I assume it's obvious simply. But just in case it's like that and if it google display network on CPM you will be charged again.
