Outgoing link: An outbound link is a hyperlink that points at a targeted or external domain and is different from the links present on the Source domain. For example, if you provide links of other third-party web pages on your website, those would be external links to your site.

Link out is a hyperlink that points to the targeted domains or external and different from the links present in the source domain. For example, if you provide a link from another third party web page on your site, they will be external links to your site.

Basically it's a link which doesn't located on your domain or subdomain anyway and it's really not going anywhere else on your site. It's linking to some other external thread anyway for whatever reason out there. How else it could really be possible to make it going ? I do not want it.

Outbound links are links that are meant to take you elsewhere. These are links that are going to direct you to another specific webpage or website altogether. Most, if not all, websites have outbound links. Two sides of a coin. There are two (2) kinds of outbound links

Outgoing = links from your site to another site
Incoming = links from another site to your site

Internal = links from one page on your site to another page on your site
External = links from another site to your site

So incoming and external are basically the same, and are very important factor in search rankings. Don't get me wrong, outgoing links are good too (they connect your site to the site you link to, and the owner of that site may choose to reciprocate), but because you have to "earn" incoming/external links they are worth more to search engine.
