How to solve SEO issues related to toxic backlinks and Spam forum Post?

If you see your website is still containing backlinks on high SPAM or toxic sites, you can simply create a list (.txt file) of all toxic sites and disavow them through the Google's disavow tool. 

You know you need a disavow links file if:
You receive a manual link penalty or a Google link warning in Search Console (formerly Webmaster Tools)
You suspect a Penguin algorithmic link penalty, or
You believe you might be a victim of negative SEO

I am doing SEO for a website of local cleaning business. This website has a forum which wasn't maintained well before they handled me the website. During this time a lot of spam topics and forums was created by spammers (some of those topics was adult/gambling related). These spammers also created lots of toxic links(according to ahref total 4.5k). I have already deleted all those replies/topics from the site and disavowed most of those backlinks. Its been around 2 months I have done those work but the website still not showing expected result. Is there anything else I should do? Thanks.
